The Council is comprised of the chief executive officers of Texas' 53 publicly-supported general academic universities, two Lamar State Colleges and the Lamar Institute of Technology, system offices, and health-related institutions. Established over 20 years ago, the Council provides a forum for discussing the mutual needs, concerns and issues facing public universities in Texas and encourages inter-institutional cooperation in meeting the higher education goals of the State.
CPUPC (pronounced See-Pup-See) members traditionally meet the evening prior to the quarterly meetings of the Texas Higher Education Coordinating Board.

Lamar Medal Award: The CPUPC is pleased to partner with colleagues represented by the Independent Colleges and Universities of Texas (ICUT) and the Texas Association of Community Colleges (TACC) in presenting the annual Mirabeau B. Lamar Award for outstanding service to higher education in Texas. The Association of Texas Colleges and Universities (ATCU) initially sponsored this award, beginning in 1977. Since 2008, CPUPC, ICUT and TACC have continued the tradition of this award and look forward to the ceremony each January. For information, contact Rissa Potter, CPUPC Executive Director. Community College Student Transfer Report: Identifying opportunities to increase the number of students who successfully transfer from a community college to a university is an important topic in public higher education. To advance this discussion in Texas, the Council of Public University Presidents and Chancellors prepared a diverse collection of potential strategies as presented in “Improving Texas Community College Student Transfer Rates to General Academic Institutions: A Report Featuring Recommendations for the Coordinating Board, Higher Education Institutions, and the State.” Recommendations provided in this report are not prioritized; instead they identify potential action items for further consideration by 1) the Texas Higher Education Coordinating Board (THECB) and institutions of higher education (IHE’s), 2) partnerships with community colleges and general academic institutions, 3) general academic institutions, and 4) the state legislature. This report is intended to serve as a helpful resource and springboard to advance discussion regarding this topic.
